Virginia Beach?

Thinking of moving, currently living in West Chester, Pennsylvania I'm looking for a nice place for me and my wife to move, somewhere that's quiet, peaceful, uppercl, good place to raise kids, can anyone give me any info about Virginia Beach?I heard it was nice, or any suggestions on any particular city that you think meet's these qualifications?
